Bio:
Jim Barber has been the state level chief financial officer for public education in North Carolina since 1983. Originally brought in by the State Board of Education to reorganize the financial area and modernize the financial reporting system, Mr. Barber has undertaken a variety of reengineering projects designed to assure the legislature strong accountability of an entity that expends about 45 percent of the state General Fund budget.

From 1976 to 1982, Mr. Barber worked with the Governor's Office of Planning and Budget in Georgia, where his primary responsibilities included overseeing various significant state economic development initiatives in areas such as tourism and conventions, transportation, and natural resource preservation. Prior to this, Mr. Barber was a project manager for an international consulting firm specializing in economic development.

A native of upstate New York, Mr. Barber graduated Phi Beta Kappa from Colgate University with a major in economics. He served with the U.S. Navy in Vietnam as a supply officer and then with the Naval Audit Service in Boston. He then attended Harvard Business School where he received his Masters in Business Administration in 1974.
